MAYOR WILLIAMS APPOINTS TWO NEW MEMBERS TO ADMINISTRATIONMayor Chooses an Interim Inspector General and Interim Director of PersonnelMayor Anthony Williams today announced the selection of two new members to his administration. He named Charles C. Maddox Interim Inspector General and Judy Banks as Interim Director of the D.C. Office of Personnel. After forwarding notice of the appointments to the Council of the District of Columbia, the Mayor's nominations will be transmitted to the Financial Authority for approval. Maddox succeeds E. Barrett Prettyman, Jr. who had promised when appointed last year to serve a limited tenure of about six months before returning to the private sector. Maddox, general counsel to the Inspector General, is principal legal advisor to the IG in all areas of the office's operations, including providing specific advice and guidance to both the audit and investigation divisions of the IG's Office. He also serves as the Freedom of Information Act Officer; the Ethics Counselor; Legislative Liaison; Public Information Officer of the Office of the Inspector General; Liaison to the Office of Corporation Counsel, the U.S. Attorney's Office and other entities, internally and externally, on issues of law, regulation, procedure and policy. "The District of Columbia is indeed fortunate to have someone of Mr. Maddox's character, integrity and experience working in its best interests," Mayor Williams said. "His dedication to his country is exemplified by his stellar performance at several levels of the federal government. Now, residents of Washington, D.C. will benefit from the full range of his vast and varied expertise." The Vietnam veteran has 31 years of combined military and law enforcement experience. He was assigned to the White House Protective Detail under Presidents Nixon, Ford and Carter. was a special agent with the United States Secret Service and also served as a special assistant United States Attorney for the Eastern District of Virginia. "I am humbled that Mayor Williams has chosen me for this position," Maddox said. "As I have in the past, I plan to put as much effort into this job as I have other areas of my professional life " Banks has 24 years of service with the District of Columbia, including nine years with the Office of Personnel. She has served as executive assistant to the Director; comptroller, associate director, Office of Administration and Finance; and associate director, Field Operations Administration. Banks was Mayor Williams' first chief of staff and managed the CFO Mission Support System where she was responsible for personnel, contracts, procurement and facilities management operations. She was a pivotal force in the development of the District's requirements documentation and development of new personnel/payroll system, "CAPPS". In 1993, Banks left the Office of Personnel to become the District's director of payroll and retirement services. Prior to her departure, that office was working with U.S. Treasury officials to enhance retirement processing operations, including Y2K remediation of the pensioners, payroll system. "Judy worked closely with me when I was CFO," Mayor Williams said. ' She was and continues to be valued employee. She brings strong management skills to the job and is focused, hardworking, resourceful and dedicated. I am pleased that she has consented to share her experience with residents of the District of Columbia in this capacity." The Spelman College graduate is the mother of a 21-year-old daughter who is slated to graduate from Fisk University in May, and is married to Ebie Banks, Jr., a licensed independent clinical social worker in private practice. She has worked with the D.C. departments of Public Works, Transportation and Human Services. "1 am honored that the Mayor wishes to utilize my organizational and managerial skills on an interim basis," Mrs. Banks said. "I plan to assist him in achieving tangible short-term goals which will result in long-term improvements for the District's workforce, its customers and most of all, it's citizens." |
