please be advised of the following:
1. Pursuant to D.C. Code §§ 1-1102.04 and 1-1102.06, you must file a Statement of
Organization and a Verified Statement of Contributions within 10 days of organization with
the D.C. Office of Campaign Finance (OCF) for your petition form to be approved for
circulation. OCF is located at 2000 14th Street, NW, Suite 400. Their phone number is 671-0550.
2. Failure to file the verified statement of contributions within 10 days of organization will
result in rejection of your measure before the petitions is issued.
3. You must be present at the hearing where the Board considers your petition form for
approval. Under D.C. law, you must formally adopt the petition form as your own. Do not
send a representative.

A REFERENDUM CONCERNING
THE JURY AND MARRIAGE AMENDMENT ACT OF 2009
SHORT TITLE
"A Referendum Concerning the Jury and Marriage Amendment Act of 2009"
SUMMARY STATEMENT
The D.C. Council approved "The Jury and Marriage Amendment Act of
2009." The Act would recognize as valid a marriage legally entered into in another jurisdiction between 2 persons of the same-sex. The "Referendum Concerning the Jury and Marriage
Amendment Act of 2009" will allow the voters of the District of Columbia the opportunity to
decide whether the District of Columbia will recognize as valid a marriage legally entered into in another jurisdiction between 2 persons of the same-sex. A "No" vote to the referendum will continue the current law of recognizing only marriage between persons of the opposite sex.
LEGISLATIVE TEXT
Should Section 3 of The Jury and Marriage Amendment Act of 2009 be approved?
Sec. 3. Chapter Forty-Three of An Act To establish a code of law for the District of
Columbia, approved March 3, 1901 (31 Stat. 1391; D.C. Official Code § 46-401
passim), is amended as follows:
(a) Section 1283 (D.C. Official Code § 46-401) is amended
as follows:
(1) Paragraphs (1) and (2) are repealed.
(2) A new paragraph (2A) is added to read as follows:
"(2A) The marriage of a person with a person's grandparent, grandparent's
spouse, spouse's grandparent, parent's sibling, parent, step-parent, spouse's parent, child,
spouse's child, child's spouse, sibling, child's child, child's child's spouse, spouse's child's
child, sibling's child.".
(b) A new section 1287a is added to read as follows:
"Sec. 1287a. Recognition of Marriages from Other Jurisdictions.
- A marriage legally entered into in another jurisdiction between 2 persons of the same sex that is recognized as valid
in that jurisdiction, that is not expressly prohibited by sections 1283 through section 1286, and has not been deemed illegal under section 1287, shall be recognized as a marriage in the
District.".
