Dear Mark:

This Letter Agreement is between the Mayor-elect Adrian Fenty and Chief of Police Charles Ramsey respecting the financial terms agreed to by the parties relating to the decision of the Mayor-elect to select his own Chief of Police and terminate Chief Ramsey as of the date of inauguration -- January 2, 2007. In reaching this agreement, I am signing on behalf of Mayor-elect Fenty. I am so authorized to do so. You are authorized to sign on behalf of Chief Ramsey.

The basis for our Agreement is referenced in the draft memo you seat me on November 14, 2006, titled Chief of Police Financial Issues. The memo is attached to this Agreement. That memorandum references Chief Ramsey's extension contract and certain legislation passed by the Council in 2006. It also sets forth the financial terms Chief Ramsey believes are required in light of the Mayor-elect's decision to select his own Chief of Police. I agree with your memo and the appropriateness of your references to the Chiefs extension contract and the noted legislation. I also agree that the financial terms noted by The Chief are appropriate:

  1. Six months' severance pay totaling $87,500
  2. An amount reflecting present value of pension benefits that Chief Ramsey would lose by his termination as of January 2, 2007, rather than April 21, 2008. That amount is $117,777. The present value calculation is also attached to this Letter Agreement.

In sum, we have agreed that Chief Ramsey should receive $87,500 plus $117,777 for a total of $205,277. If you agree with the terms of this Letter Agreement, please sign below and -return a fax copy to me immediately. I have signed below on behalf of the Mayor-elect. We will exchange originals first thing next week.
