Tenants’ Advocacy Coalition (TENAC) has long been involved in assisting tenants in the Tiverton Apartments at 24th & M Streets, NW, and has observed first-hand the development threats posed to that block (Square 37); Whereas TENAC has long subscribed to the principle that fair and equitable disposal of public property is one of the highest forms of public trust; Whereas although adequate advance public notice and opportunity for public deliberations by the D.C. Council, ANC’s, and neighborhood civil organizations on neighborhood redevelopment is of key importance, no such opportunity existed on the disposition of Square 37, and the rights of affected parties were thereby gravely curtailed or entirely foreclosed; Whereas so-called “emergency legislation” by the Council to dispose of Square 37 was an unacceptable action to grant private developers the opportunity to obtain the right to develop Square 37 without competitive bidding, or adequate public scrutiny; Whereas key properties on Square 37, especially the Tiverton Apartments, the West End Library and the West End Police Station were negatively affected by Council approval of current developer’s plans for that Square; Whereas Council action on Square 37 is in direct conflict with support for affordable housing in general, and for the survival of the Tiverton Apartments in particular; Whereas the grossly unacceptable redevelopment of adjacent Square 38 (25th & M Streets, NW) into Rockefeller-class condominiums, available to only the truly affluent, violates every aspect of TENAC’s mission to protect and increase the availability of affordable housing; and Whereas, notwithstanding the manifestly obvious squandering of Square 38, the Council, except for the commendable “no” vote of Councilmember Phil Mendelson, voted for an even worse land use outcome for Square 37; Therefore, be it resolved that the D.C. Tenants’ Advocacy Coalition (TENAC) urges the City Council to: (1) revisit action on Square 37; (2) promptly abrogate their earlier approval for its redevelopment, and (3) make land use plans for Square 37 available for the widest public scrutiny, including adequate consideration by ANC’s-2A and 2B, neighborhood civic associations, and through advertised Council hearings.
