CHESAPEAKE REGIONAL OLYMPIC GAMES AUTHORITY ACT, BILL 14-187

  • Provides for Backup Financial Guarantees Shared by Maryland, Virginia, and The District of Columbia
  • Creates a Regional Authority to Provide the Guarantees and Oversee the Operational and Financial Conduct of the Olympic Games.

HOW THE GUARANTEES WORK

  • Provides for $175 Million of Guarantees Shared Based on Projected Positive Economic Impact

    • Maryland, 53%, $92.75m

    • D.C., 28%, $49.00m

    • Virginia, 19%, $33.35m

    • Total, 100%, $175m

  • Comes Into Play Only After All Other Olympic Resources Are Utilized

WHY BILL 14-187 IS NECESSARY...NOW

  • USOC/IOC Requirement to Have a Backup Financial Framework in Place by November, 2000
  • Key Competitors — Texas and Florida — Have Already Passed Financial Guarantee Legislation
  • USOC's Site Evaluation Team Visits Our Region June 10-13
  • Without Backup Government Financial Guarantees, We Will Not Win the Right to Host the 2012 Olympic Games

HOW DC IS PROTECTED

  • Our Olympic Games Budget Contains More Than $685m in Deficit Protection Funds
  • Chesapeake Region 2012 Coalition (Organizing Committee for the Olympic Games) Provides $25m in Deficit Protection Funds
  • Regional Authority Oversees the Operational and Financial Conduct of the Olympic Games

STATUS OF LEGISLATION IN PARTNER JURISDICTIONS

  • Virginia - Unanimously passed and signed into law April 9. (Chapter 56, Title 2.1 of the Code of Virginia). Becomes effective July 1, 2001.
  • Maryland - Overwhelmingly passed and signed into law April 10. (Chapters 8 & 9 of the 2001 Maryland Laws). Becomes effective July 1, 2001
  • Baltimore - Vote on 3rd Reader and Final Passage tomorrow, May 31. Unanimous approval anticipated.
