Re: Appeal of OCF Order in Investigation 03-04

Dear Mr. Wilson:

As I stated at the April 9, 2004, meeting of the Board, I formally appeal the Order issued by the Office of Campaign Finance in Investigation 03-04. Under DCMR 3, Sec. 3705.4, "any party affected by any order of the Director [of the Office of Campaign Finance], under §3705.3, may obtain review of the order by filing, with the Board of Elections and Ethics, a request." As the complainant in this matter, I am a party and am adversely affected by the decision in the case.

I am asking for an expedited hearing on this matter, and would also ask the Board to instruct the Office of Campaign Finance not to issue any interpretive opinion on any matter related to this case until a final decision has been made in the case, either by the Board of Elections and Ethics or, should the Board's decision be appealed by either party, by the Court of Appeals.
