D.C. Department of Health Appoints Interim Chief Medical Officer and a Director of Substance Abuse Services

Mr. James A. Buford, Director, D.C. Department of Health today announced two key appointments to the agency's leadership team. Daniel R. Lucy, M.D., M.P.H., as interim Chief Medical Officer, and Robert L. Johnson as Senior Deputy Director for the Addiction Prevention and Recovery Administration (APRA).

Mr. Buford said, "Dr. Lucey and Mr. Johnson each bring a host of experience in their respective fields. I am pleased to have them join our team as we continue to meet the health needs of the residents of the District of Columbia."

A native of Merced, CA, Dr. Lucey has a distinguished and diverse background in the fields of medicine and public health. He most recently served as Director for the Center for Biologic Counterterrorism at Washington Hospital Center in the District.

Dr. Lucey earned his BA magna cum laude at Dartmouth College and his M.D. at Dartmouth Medical School, where he was in the AOA Medical Honor Society. He earned his Master of Public Health (M.P.H.) at the Harvard School of Public Health.

He is the recipient of numerous honors and awards, including: serving as a Fellow at the American College of Physicians (1993); winning the Walter Reed Medal for Outstanding Performance: Anthrax in D.C. (2001); winning a Distinguished Service Award, Bioterrorism Preparedness, District of Columbia Hospital Association (2003); and a Meritorious Service Award from the Medical Society of D.C. (2003).

From 1998-2002, Dr. Lucey served as Director, Infectious Disease Service, and Fellowship Program, also at the Washington Hospital Center. Prior to that, he served as an attending physician at the National Naval Medical Center and at the NIH Clinical Center Infectious Diseases from 1992-98.

Robert L. Johnson brings nearly 20 years of experience in th e substance abuse field to his new position with APRA.

Johnson received his BA from Williams College in Williamson, MA. He received his MS in the Rehabilitation Counseling, Alcohol and Drug Education Rehabilitation Program at Virginia Commonwealth University, Richmond, VA.

He is credentialed as a Licensed Professional Counselor, a Certified Substance Abuse Counselor, a Nationally Certified Addictions Counselor II, and a Master Addictions Counselor.

Johnson most recently served as Director of the Office of Substance Abuse Services, Department of Mental Health, Retardation and Substance Abuse Services in Richmond, VA from 1997 to 2004.  There, he had oversight for an $82 million budget for substance abuse services and monitoring for the Commonwealth of Virginia. 

Johnson is a member of the Substance Abuse Council, a former president of the Virginia Association of Drug and Alcohol Programs, a founding member of the Consortium of Substance Addiction Organizations, and a member of the National Association of State Alcohol and Drug Abuse Directors.
