MAYOR GRAY APPOINTS EXPERIENCED MANAGERS TO LEAD VITAL AGENCIESHomeland Security and Emergency Management Agency, Department of Youth Rehabilitation Services and the Office of the Chief Technology Officer Directors NamedMayor Vincent C. Gray announced today that he had selected three veteran public servants to head the District’s emergency-management, technology and youth-rehabilitation agencies. Rob Mancini was named the District’s Chief Technology Officer, Neil Stanley will direct the Department of Youth Rehabilitation Services and Millicent West will lead the D.C. Homeland Security and Emergency Management Agency. “These three appointees are highly qualified to lead their respective agencies – and they already know their way around the District Government,” said Mayor Gray. “These experienced managers have demonstrated their commitment to serving the residents of the District of Columbia many times over.” Rob Mancini, who is currently serving as the Interim Chief Technology Officer, has worked at the Office of the Chief Technology Officer (OCTO) in multiple capacities since January, 2003. As manager of OCTO’s Citywide Messaging and Directory Services Program, he helped to construct uniform directory and e-mail platforms for all District government entities. Previously, he served as an information-technology engineer and specialist for major firms such as British Aerospace/BAE Systems and America Online. He holds a bachelor’s degree from Radford University and a master’s in information systems from Shippensburg University. He will be moving from Maryland to live in the District. Neil Stanley has extensive experience in several District agencies as well as non-profit groups dealing with a number of regulatory and social-justice concerns. He is currently serving as DYRS Interim Director and previously served the agency as its General Counsel. He previously served as Chief of Staff and a top-level assistant at the D.C. Department of the Environment as well as in similar positions in a number of other District agencies, including the Department of Consumer and Regulatory Affairs and the Department of Parks and Recreation. In addition, he has worked for the Children’s Defense Fund and the National Consumer Law Center. He holds a bachelor’s degree from Wake Forest University, a J.D. from the University of Florida Law School and a master’s in international and comparative law from Georgetown University Law Center. He is a resident of Ward 1. Millicent West is being nominated to continue as Director of DCHSEMA, a position in which she has served since November, 2009. She also led the D.C. Children and Youth Investment Trust Corporation – the District’s primary resource for developing partnerships that expand and improve services and opportunities for its children and youth, especially during their time out of school. From 2005 to 2008, she served in multiple capacities at Serve D.C., ending as the organization’s Executive Director. She also managed Serve D.C.’s Community Emergency Response Team program. She holds a bachelor’s degree from Florida A&M University, and is a resident of Ward 5. |
