Today, Chairman-Elect Kwame R. Brown announced the first round of staff appoints to hold key positions in the Office of the Chairman for the Council of the District of Columbia.

“I am pleased to have such a talented group of people on board.  Each of them brings a wealth of expertise and long standing knowledge of District government and its operations.  I look forward to working them, and am excited about what each will contribute to the Office of the Chairman and to the Council,” said Brown.

Chief of Staff: Nicole Streeter currently serves at the Deputy General Counsel for the District of Columbia Public Schools, and will serve as Chief of Staff to Chairman-Elect Brown.  A graduate of Boalt Hall School of Law at the University of California at Berkeley, she has made public service her calling – working as Legislative Counsel to Ward 7 Councilmember Vincent C. Gray and as the Director of Legal Services at Covenant House Washington.  Ms. Streeter is a resident of Ward 1.

Interim General Counsel:  John Hoellen has an astute institutional knowledge of the Office of the General Counsel for the Council of the District of Columbia, and will serve as the Interim General Counsel.  Having worked as an Assistant General Counsel since 2000, and most recently as the Deputy General Counsel/Legislative Counsel, Mr. Hoellen has been responsible for reviewing for legal and technical sufficiency every piece of legislation that moves out of committee to the full Council.  He is a graduate of Northwestern University School of Law, and is a resident of Ward 6.

Secretary to the Council:  Nyasha Smith will serve as Secretary to the Council, and will manage operations and the annual budget for the Council.  Currently, Ms. Smith is Legislative Counsel to the office of Ward 7 Councilmember Yvette Alexander. Prior to serving as Chief of Staff and Senior Counsel to the Committee on Workforce Development and Government Operations, and as Chief of Staff at the Office of the Chief Technology Officer, Ms. Smith practiced telecommunications law before the Federal Communications Commission.  She is a graduate of Howard University School of Law, and is a resident of Ward 1.

Budget Director:  Jennifer Budoff will serve as Budget Director to Chairman-Elect Brown.  Currently, Ms. Budoff is the Committee Director for the Committee on Economic Development to Chairman-Elect Brown, and has been a key advisor on the economic development functions of District government.  She has over a decade of experience in the public and private financial sectors, and has worked as a Senior Policy Analyst for the Office of the Chief Financial Officer, and as a Senior Project Manager at the National Capital Revitalization Corporation.  Ms. Budoff holds a Masters of Public Policy from Georgetown University.  She is a resident of Ward 6.
