PETITION FOR RECALL OF: Jim Graham, Ward 1 Councilmember

We, the undersigned, being qualified registered voters in the District of Columbia, request that the District of Columbia Board of Elections and Ethics hold a recall election, as prescribed in Charter Amendment No. 2, to Title IV of the District of Columbia Self-Government and Governmental Reorganization Act (D.C. Official Code §§ 1-204.111 to 1-204.115).

STATEMENT OF GROUNDS FOR RECALL OF:
Jim Graham, Ward 1 Councilmember

I seek to recall Jim Graham, Ward One Councilmember, for the following reasons:

After being involved in an argument and a physical fight with a driver that ended with a friend of Graham's being locked up on a misdemeanor assault charge, Graham tried to intimidate the police by filing an unfounded complaint against them.

On March 5, 2003, Graham gave false testimony to the D.C. Alcohol Beverage Control Board in a misguided effort to close down a legally operating African-American business on Georgia Avenue.

Graham voted to deny free textbooks to D.C. Public School students.

As a member of the Metro Board, Graham voted to increase bus fares without adequate justification and without requesting the Federal Government to pay its fair share of the costs of running Metro.

Graham refused to help Ward One senior citizens who requested his help in securing sand bags in anticipation of Hurricane Isabel.

Graham co-sponsored legislation to ban the sale of a single container of beer.

In 2002, Graham organized an illegal group who unlawfully used the name "Ward One Democrats", and he placed a member of his council staff as the chairman of the illegal group.

TO NOTICE OF INTENT TO RECALL

Response of Councilmember Jim Graham to the false and misleading statements of Lenwood Johnson.

Lie #1: I work closely with the police. The police complaint I filed involved only concerns relating to how I was treated on this occasion.

Lie #2: Lenwood Johnson supports a strip club on Georgia Avenue. I do not. There is no false testimony.

Lie #3: Children in DC Public Schools have had free textbooks for more than 100 years. There has never been an effort to deny textbooks by me or anyone else.

Lie #4: I voted to increase Metro fares after extensive public hearings and discussion. The Metro Board is working to get the federal government to pay its fair share.

Lie #5: We did not refuse to help. Instead we tried to get the sandbags but there were none available.

Lie #6: The singles sale bill applied only to Ward Four. I believe this action should be taken neighborhood by neighborhood.

Lie #7: The Ward One Democratic Party election was the legal election, formally organized and run by the DC Democratic Party.
