Committee Chairman Seeks Subpoena Power on Children and Youth Investment Trust Corporation

The Committee on Human Services, chaired by Councilmember Jim Graham (D-Ward One), will meet today at 2:30 p.m. in room 123 at 1350 Pennsylvania Avenue, NW. The purpose of the meeting is to consider approval of the preliminary report and a resolution for a formal investigation with subpoena power on the Trust’s management of the Langston 21st Century contract. This contract was used by former Councilmember Harry Thomas, Jr. to commit a crime.

Since June 2011, the Committee has been conducting this inquiry and has examined over 1,500 e-mails and other documents received from the Trust and other sources. The Committee has also interviewed some of the principals.

The preliminary report contains a number of findings and questions. A principal finding of the report is: “Former Councilmember Thomas is being held accountable for his actions. However, we find that his criminal actions could not have occurred without the actions of Trust staff and perhaps others."

A copy of the Executive Summary is attached. A copy of the full report is available upon request.

"It is only by subpoena authority that we will be able to obtain information necessary to the objectives of this investigation,” said Chairman Graham.

The preliminary report recommends the creation of a blue ribbon task force of key stakeholders from the private sector to consider how the Trust can be reformed and
restructured.
