A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Ms. Mary Oates Walker to the Public Employee Relations Board. RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the “Public Employee Relations Board Mary Oates Walker Confirmation Resolution of 2009”.

Sec. 2. The Council of the District of Columbia confirms the appointment of:

as a public member of the Public Employee Relations Board, established by section 501 of the District of Columbia Government Comprehensive Merit Personnel Act of 1978, effective March 3, 1979 (DC Law 2-139; DC Official Code 1-605.01), filling a vacant term, for a term to end December 12, 2010.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

Provide strategic business and legal consulting services. Manage real estate development and investment activities in the District of Columbia.

The Hershey Company, Hershey, PA   April 2003 -April 2006 
Senior Counsel
Responsible for all labor and employment matters for Fortune 100 company. Managed labor and employment litigation against the corporation. Represented the corporation in investigations by the Department of Labor, the Equal Employment Opportunity Commission and state human rights commissions. Ensured compliance with Affirmative Action obligations. Developed personnel policies and procedures in compliance with federal and state laws. Provided legal advice on all aspects of the employment relationship, including hiring, discipline and termination. Oversaw reorganizations and reductions in force. Served as Privacy Officer and as legal advisor to the Diversity Council.

Counseled employers on labor and employment matters, including compliance with the Family and Medical Leave Act, the Americans with Disabilities Act, Title VII, Executive Order 11246, the Age Discrimination in Employment Act and the Older Workers Benefit Protection Act. Advised clients on the Health Insurance Portability and Accountability Act privacy regulation and state medical privacy regulations. Represented clients in government investigations involving federal employment laws and the False Claims Act, and in civil litigation under various federal and state statutes.
