A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

Chairman Linda W. Cropp, at the request of the Mayor, introduced the following resolution which was referred to the Committee on Education, Libraries and Recreation

To confirm the Mayoral appointment of Ms. Kimberley A. Flowers as the Director of the Department of Parks and Recreation.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That This resolution may be cited as the "Director of the Department of Parks and Recreation Kimberley A. Flowers Confirmation Approval Resolution of 2005". 

Sec. 2. The Council of the District of Columbia confirms the appointment of:

Ms. Kimberley A. Flowers

Baltimore, Maryland 21201

as the Director of the Department of Parks and Recreation, in accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-142; D.C. Code Official Code §1-523.01), to serve at the pleasure of the Mayor of the District of Columbia.

Sec. 3. Fiscal impact statement.

The Council adopts the fiscal impact statement in the committee report as the fiscal impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Code § 1-233(c)(3).

Sec. 4. The Secretary of the Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Mayor.

Sec. 5. This resolution shall take effect immediately.

PROFESSIONAL EXPERIENCE

City of Baltimore, Department of Recreation and Parks (2002-Present)
Director. Responsible for developing and implementing leisure services for Baltimore City residents and overseeing the management of the City's park system and cultural resources, including: 400 parks, 46 recreation centers, 101 outdoor basketball courts, 106 tennis courts, 21 pools, 85 monuments and 500,000 trees that beautify Baltimore's streets and parks. Duties also include: establishment and execution of proper policies and procedures pursuant to the mission and goals of the City's administration, fiscal administration of an annual budget of approximately $26 million and a full-time staff of up to 600 employees.

City of Baltimore, Mayor's Office-CitiStat (2000-2002)
Operations Analyst. Coordinated the collection of operational data from various City agencies used to achieve the most effective and cost-efficient use of tax dollars. Responsibilities included: applying the CitiStat tenants to advance the goals of the City of Baltimore's municipal government. Also responsible for performing quality assurance/quality control checks of data accuracy, analyzing data sets, and advising decision makers regarding opportunities to improve the quality and effectiveness of municipal services.

Hammer, Siler, George Associates (1999-2000)
Urban Planning Associate. Developed economic development strategies for urban neighborhoods and communities. Duties included: gathering data through interviews, field research and database access, analyzing demographic data, writing, presenting, creating graphs, charts, and tables, and meeting with neighborhood and/or community groups.

Baltimore City Public Schools (1994-1996, 1998-1999)
Secondary English and Language Arts Teacher. Coordinated, planned and implemented Baltimore City's English and Creative Writing curricula for grades 9-12. Duties included: planning and executing daily lessons, devising appropriate test instruments to address various learning styles and levels, and collaborating with various organizations and educators to create meaningful and fun learning experiences.
