A BILL IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To amend the District of Columbia Campaign Finance Reform and Conflict of Interest Act to require individuals who are seeking public office in the District to disclose their party affiliation on all published documents that are circulated to the electorate of the District of Columbia.

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,

That this act may be cited as the "Campaign Literature Party Affiliation Disclosure Requirement Amendment Act of 2005"

Sec. 2. Section 210 of the District of Columbia Campaign Finance Reform and Conflict of Interest Act, approved August 14, 1974 (88 Stat. 454; D.C. Official Code § 1-1102.10 is amended by adding a new paragraph to read as follows:

(a) The existing language is designated as "subsection (a)".

(b) A new subsection (b) is added to read as follows:

"All newspaper or magazine advertising, posters, circulars, billboards, handbills, bumper stickers, sample ballots, and other printed matter with reference to or intended for the support or defeat of a candidate or group of candidates for nomination or election to any public office in the District government, shall state the candidate's political party affiliation by lettering that shall not be smaller than 1/4 the font used for the candidate's name as it appears on the document.

Sec. 3. Fiscal impact statement.

The Council adopts the fiscal impact statement in the committee report as the fiscal impact statement required by section 602(c)(3) of the Home Rule Act, approved December 24, 1973 (87 Stat. 813; D.C. Code § 1-206.02(c)(3)).

Sec. 4. Effective date.

This Act shall take effect following approval by the Mayor (or in the event of a veto by the Mayor, action by the Council to override the veto), a 30-day period of Congressional review as provided in section 602(c)(1) of the District of Columbia Home Rule Act, and publication in the District of Columbia Register.
