Dear Chairman Cropp:

The District of Columbia Financial Responsibility and Management Assistance Authority ("Authority") has completed a review of the District's Executive Pay structure. As you know, based on the National Capital Revitalization and Self-Government Act, certain heads of departments and directors of government-wide functions report to the Authority. Our review reveals that the compensation scale for executive positions in the District government is inconsistent with the compensation scale for suburban Washington, D.C., and for the region.

In response to this inconsistency, the Authority has realigned the salary range of the First Chief and the Chief of Police. The salaries for these positions were substantially below similar positions in the suburbs.

The review salary schedule is attached. The Authority will provide separate instructions to the Director of Personnel on the specific salaries of heads of Departments and Directors of government-wide functions.
