A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA
To confirm the appointment of Mr. Lloyd J. Jordan to the
District of Columbia Sports and Entertainment Commission Board of
Directors.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA,
That this resolution may be cited as the " District of Columbia
Sports and Entertainment Commission Board of Directors Lloyd J. Jordan
Confirmation Resolution of 2003".
Sec. 2. The Council of the District of Columbia confirms
the appointment of:

as a member of the District of Columbia Sports and
Entertainment Commission Board of Directors, established by section 5 of
the Omnibus Sports Consolidation Act of 1994, effective August 23, 1994
(D.C. Law 10-152; D. C. Official Code § 3-1404), replacing Joseph B.
Gildenhorn, whose term ended December 31, 2002, for a term to end
December 31, 2006.
Sec. 3. The Council of the District of Columbia shall
transmit a copy of this resolution, upon its adoption, each to the
nominee and to the Office of the Mayor.
Sec. 4. This resolution shall take effect immediately.

Practice in the firm's State and Local Government
practice area. Assist state and local governments in day to day aspects
of local government and administration. Counsel governments do municipal
and regulatory law, procurement, land use, strategic planning, economic
and community development, legislative, and governmental affairs. Assist
governments with state and federal appropriations.
DISTRICT OF COLUMBIA, Washington, D.C., 1998-2000

Responsible for managing the successful turnaround of the
regulatory agency responsible for building and land development, zoning
regulations, property and housing regulations and environmental
regulations and licensing, public space, business regulation and
licensing, liquor regulation and control, and solid waste regulation.
Lead agency from worst in the United States to the recognized nation
leader. Served on Mayor's Technology Task Force, Economic Development
Task Force and chaired Regulatory Reform Task Force that included Public
Works, Health, Polices, and Fire Departments. Regularly interacted with
Personnel and Procurement Departments, as well as the Office of the
Chief Financial Officer. Additional duties included the regular
interaction with neighbor and community groups as well as the corporate

Consultant
Provided consulting services as part of Cleveland State
University Center for Excellence in Public Management. Consulted with
numerous cities on improving the delivery of governmental services. One
client I served was the District of Columbia Office Chief Management
Officer. During this representation I acquired a detailed understanding
of the operations of the government of the District of Columbia. During
this engagement, I assisted the Chief Management Officer with a
comprehensive review of all the departments of the District Government
including but not limited to Procurement, Property Management, Human
Services, Health, Regulatory Affairs and Public Works. Responsible for
the plan to completely reorganization of the property management
department. Responsible for the management of real estate including
lease portfolio, building maintenance, energy management, site design
and security. Responsibility included assisting in the development of
strategic lens and the implementation of management reform initiatives
for Housing, Health and Human Services departments. Assisted in the
analysis and preparation of the budgets of the operating departments of
the District. Interacted with many of members of the Council of the
District of Columbia and the Financial Management Authority/

Responsible for the management of 8,000 employees and the
direction of 24 operating departments. Managed a budget of $314 Billion
Dollars. Managed the strategic, tactical and operational plans for the
city. Responsible for the management of the city's financial corporation
and economic development corporation. Responsible for policy and
operations of Streets, Neighborhood. Buildings, Airport, Refuse, Fire,
Emergency Management, Human Services, Health, Legal, Public Safety,
Public Service, Convention Center, Parks & Recreation, Community
Development, and Human Services departments. In conjunction with others
was responsible for the preparation of the City's budget. Responsible
for intergovernmental affairs. Served as the liaison to boards,
commissions, committees, and business, professional and civic groups.
Successfully managed many municipal emergencies such as the 100-year
flood and the potential propane farm disaster. Managed the 50% reduction
in youth crime. Improved neighborhood service delivery by 80%. Success
in managing the city's acquisition of a professional football team.

Responsible for the management of the staff counsels
operation for the sixth largest insurance company in America. Developed
the program operations for the Eastern District of Missouri and the

liability, worker's compensation, construction and structural work act
