A PROPOSED RESOLUTION IN THE COUNCIL OF THE DISTRICT OF COLUMBIA

To confirm the appointment of Ms. Carrie L. Thornhill to the Board of Education of the District of Columbia.

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this resolution may be cited as the "Board of Education of the District of Columbia Carrie L. Thornhill Confirmation Resolution of 2003".

Sec. 2. The Council of the District of Columbia confirms the appointment of

as a member of the Board of Education of the District of Columbia, established by section 2 of the School Governance Companion Amendment Act of 2000, effective July 18, 2000 (D.C. Law 13-149; D.C. Official Code §1-204.95), replacing Roger Wilkins, whose term ended December 14, 2002, for a term to end December 14, 2006.

Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution, upon its adoption, each to the nominee and to the Office of the Mayor.

Sec. 4. This resolution shall take effect immediately.

Carrie Thornhill has been actively engaged in public education reform: community development, research for action, social action and community building work for over 40 years. For seven years, she has served as Vice President for Youth Investment and Community outreach with DC Agenda. Her leadership, programmatic and management responsibilities include: Youth Investment, School-to-Careers, Neighborhood Support Programs-DC Neighborhood College, and Neighborhood Information Services. She is a member of the DC School-to-Careers/Youth Investment Council and oversees resource development, compliance with program and contracting requirements and evaluation. She is a founder of DC VOICE and serves as convener of the Supports for Quality Teaching Policy Advisory Group. She is the founding President of the DC Childcare Corporation, a unique federal, District government, private public partnership for children and families. DC Agenda is a nonprofit civic organization that brings together diverse groups of leaders to address complex urban problems in Washington, DC, using collaboration, convening, information and capacity building tools and processes to achieve community change for children, youth and families in underserved neighbor neighborhoods.

Carrie is also privileged to serve as chairman of the Henson Ridge Steering Committee which along with the residents of former Frederick Douglas/Stanton Dwellings and the Housing Authority, provides policy guidance to a $92 million Hope 6 development of a new mixed income community in southeast Washington, DC.

Carrie is a graduate of the District of Columbia Teacher's College, a predecessor institution of the University of the District of Columbia. She is a life long learner and an avid civic activist. She considers community building her profession and life mission. She is a successful leader of people to higher calling and solid manager of human and fiscal capital.

From 1987 to 1995, Carrie was President of the Committee on Strategies to Reduce Chronic Poverty, and Project Manager for DC Kids Count Collaborative from 1993 to 1995. Prior, Ms. Thornhill was Deputy Director of Marshall Heights Community Development Organization, Inc. catalyzing and implementing people, economic and housing development programs for seven years. Other community action positions include: Acting Director, Response to Educational Needs Project in Anacostia, 1975-1977; and Coordinator of police and youth community relations and school desegregation programs for the National Conference of Christians and Jews, 1969-1973. From 1982 to 1993 she served as a member of the Board of Zoning Adjustment for the District of Columbia - ten of those years as Chairman processing over 1200 cases involving a wide variety of building and construction projects. These including single family housing and housing developments; commercial and retail, large and small, community based facilities; child care programs, drug treatment facilities, mental retardation and other learning centers.

Carrie Thornhill chairs the Education Committee for the Hillcrest Community Civic Association. She is also Chairman of the Department of Outreach and Budget & Finance at the Mount Carmel Baptist Church. She was formerly Vice Chairman of the Board of Trustees of the University of the District of Columbia, the Eugene and Agrees Meyer Foundation co-chair of the DC Committee on Public Education and member of the Public Charter School School Resource Center. She was a founding member of the National Community Building Network, the Draft Anthony Williams for Mayor Citizens Committee. She is Secretary for the National Civic League, and has served three times as a juror for the All-American Cities Awards which will be held in Washington, DC. June 2003.

Carne Thornhill seeks no political office, perks or recognition for her work. She generally works strategically behind the scenes helping to mentor, coach, inform, and support others to be effective change agents. She is equally a passionate and effective public spokesperson and advocate for children, youth and families.
